What Should You Ask Before Buying a Condo or Townhome in Pensacola?

Before buying a condo or townhome in Pensacola, ask for the association’s governing documents, master insurance policy, reserve information, assessment history, rental rules, and owner-occupancy percentage. Then have your lender, insurance agent, inspector, and real estate professional review the information before you commit to the purchase.

The listing price is only one part of the decision. Monthly association dues, insurance deductibles, future repairs, rental restrictions, and flood exposure can all affect your actual cost of ownership.

This guide answers a common buyer question: What should you ask before buying a condo or townhome in Pensacola?

1. Is this legally a condominium or a townhome PUD?

“Townhome” describes a style of home, not necessarily the legal structure. A townhome may be part of:

  • A condominium association
  • A planned unit development, often called a PUD
  • A homeowners association with individual dwelling ownership
  • A community with shared or private responsibility for roofs, exteriors, yards, and roads

Ask:

  • Is the property legally a condominium, PUD, or another type of common-interest community?
  • Who owns the land beneath and around the home?
  • Who insures the roof, exterior walls, windows, and foundation?
  • Who maintains the driveway, yard, fences, and shared areas?
  • What insurance policy must I purchase as the owner?

This distinction matters because a condominium master policy may insure the building structure, while a PUD owner may need a traditional homeowners policy covering the entire dwelling. The governing documents, not the listing description, should answer these questions.

2. What does the master insurance policy cover?

A condo association’s master policy generally covers property the association is responsible for under Florida law and the community’s governing documents. Depending on the policy and documents, that may include the building structure, common elements, exterior portions, and shared facilities.

It may not cover your personal belongings, interior improvements, appliances, flooring, cabinets, or other items for which you are responsible.

Ask to review:

  • The current master policy declarations page
  • Coverage limits and replacement-cost provisions
  • Wind, hurricane, named-storm, and water deductibles
  • Flood coverage, if applicable
  • Exclusions and policy endorsements
  • Recent insurance appraisals
  • The association’s claims history
  • How an association deductible may be assessed to unit owners

Florida Statute §718.111 addresses condominium association insurance responsibilities. However, the statute doesn’t replace a review of the specific policy and declaration for the community you’re considering.

You’ll also want to ask an insurance professional whether you need an HO-6 policy, additional loss-assessment coverage, or separate flood coverage.

3. How much are the reserves, and what are they reserved for?

Reserves are funds set aside for major repairs and replacements rather than routine operating expenses. Depending on the community, reserve planning may include:

  • Roof replacement
  • Exterior painting and waterproofing
  • Elevators
  • Structural components
  • Plumbing and electrical systems
  • Pools, roads, or other shared improvements

Ask for:

  • The current reserve balance
  • The annual budget
  • The most recent reserve study
  • A Structural Integrity Reserve Study, if the building qualifies
  • The reserve contribution for each major component
  • Any deferred maintenance identified by the association
  • Whether reserve contributions are being made as recommended

For qualifying condominium buildings that are three or more habitable stories, Florida’s reserve and structural-study requirements are especially important. You can review the current statutory framework in Florida Statute §718.112.

A large reserve balance doesn’t automatically mean an association is financially healthy. You also need to know what the money is reserved for and whether the funding plan appears reasonable for the age and condition of the property.

4. Are there current or upcoming special assessments?

A special assessment is an additional charge outside the regular monthly dues. It may be used for a roof, storm damage, structural repairs, insurance deductibles, paving, or another major expense.

Ask:

  • Has a special assessment been approved?
  • Is one being discussed but not yet approved?
  • Have there been special assessments in the last three to five years?
  • How much did each owner pay?
  • What work was completed?
  • Are payment plans available?
  • Will the seller pay any assessment before closing, or will it transfer to you?

Read recent board meeting minutes because they can reveal repair discussions before a formal assessment appears in the resale paperwork.

Also ask whether the association has pending insurance claims, litigation, or significant maintenance concerns. These issues may affect your budget and your lender’s review.

5. What are the rental caps and lease restrictions?

If you may rent the property now or in the future, ask for the rental rules in writing. Don’t rely on a verbal statement that “rentals are allowed.”

Important questions include:

  • Is there a cap on the number or percentage of rented units?
  • Is there a waiting period before a new owner can rent?
  • What is the minimum lease term?
  • Are short-term or vacation rentals allowed?
  • Does the association require tenant approval or screening?
  • Are there application fees?
  • Are there restrictions on lease renewals?
  • Are rental rules being considered for amendment?

Rules can differ significantly between a community near downtown Pensacola, a townhome development in west Pensacola, and a coastal property near Pensacola Beach or Perdido Key. Coastal communities may have more specific restrictions involving short-term occupancy, parking, and guest access.

Rental restrictions can also affect financing and future resale options. Ask your lender to review the project if rental income or investment use is part of your plan.

6. What is the owner-occupancy percentage?

Ask the association or management company:

  • What percentage of units are owner-occupied?
  • How many are second homes?
  • How many are tenant-occupied?
  • Does the association maintain an up-to-date occupancy record?
  • Has a lender recently rejected a loan because of the project’s occupancy or financial condition?

Owner-occupancy information can matter to lenders evaluating whether a condominium project meets their requirements. Fannie Mae’s master property insurance guidance is one example of the project-level review lenders may perform.

Your lender, not the listing agent or association manager, should confirm whether the property is eligible for your specific loan program.

7. Is the property in a flood-risk area?

Pensacola buyers should check flood exposure early, especially when considering properties near bays, waterways, Pensacola Beach, Perdido Key, or other low-lying coastal locations.

Ask:

  • What flood zone is assigned to the building or townhome?
  • Does the association carry a master flood policy?
  • Is the policy an RCBAP or another form of coverage?
  • What does the master flood policy cover?
  • Does the policy cover only the building, or also common contents?
  • Will my lender require individual flood insurance?
  • How much will my personal flood and wind coverage cost?

Use FEMA’s flood insurance guidance and verify the property through the City of Pensacola Floodplain Management page when appropriate. Check the actual building location rather than relying only on a neighborhood label.

8. What does Haus recommend buyers compare before making an offer?

Melody Webb, Broker & REALTOR® with Haus Realty & Management, serves buyers throughout Pensacola, Escambia County, Santa Rosa County, and surrounding Northwest Florida communities. She is licensed in Florida and Alabama and regularly helps buyers compare location, insurance exposure, property condition, financing considerations, and long-term ownership costs.

A practical comparison should include:

Cost or condition Property A Property B
Purchase price
Monthly association dues
Estimated unit or homeowners insurance
Flood insurance
Wind or named-storm deductible
Known special assessment
Rental restrictions
Reserve concerns
Estimated total monthly cost

This simple worksheet helps you compare more than square footage and finishes. It also creates a focused list of questions for your lender and insurance agent.

Your next step as a Pensacola condo or townhome buyer

Before you write an offer, ask for the resale disclosure package, declaration, bylaws, rules, budget, reserve information, meeting minutes, insurance documents, and assessment history. Build an appropriate document-review period into your offer, and have qualified professionals evaluate questions involving insurance, financing, inspections, or legal rights.

For additional guidance, visit Haus Realty & Management’s Buying a Home resource. When you’re ready to compare Pensacola condos and townhomes based on your budget, commute, insurance concerns, and intended use, contact the Haus Florida office to speak with a local real estate professional.

Frequently Asked Questions

What documents should I request before buying a Pensacola condo?

Request the declaration, bylaws, rules, current budget, reserve information, recent board meeting minutes, assessment history, master insurance documents, and any available structural or reserve studies. Your lender may request additional project documents.

What is a condo master insurance policy?

A condo master insurance policy generally covers property the association is responsible for under the governing documents and applicable Florida requirements. It may cover the building structure and common elements, but it generally doesn’t replace an owner’s need for personal property, interior-improvement, liability, or loss-assessment coverage.

What are condo reserves?

Condo reserves are funds set aside for major repairs and replacements, such as roofs, structural components, elevators, exterior work, plumbing, or electrical systems. Buyers should review both the reserve balance and the association’s planned funding.

Can a Pensacola condo association charge a special assessment?

Yes, a condominium association may charge a special assessment for an approved community expense, subject to the association’s governing documents and applicable requirements. Ask whether any assessments are approved, proposed, unpaid, or recently completed.

Can I rent out a Pensacola condo or townhome?

It depends on the community’s governing documents and current rules. Ask about rental caps, minimum lease terms, waiting periods, tenant approval, and whether short-term rentals are permitted.

Should I check flood insurance before buying a Pensacola condo?

Yes. Ask whether the association carries a master flood policy, what it covers, and whether your lender or insurance agent requires individual coverage. Verify the building’s flood information through FEMA and applicable local floodplain resources.

⭐⭐⭐⭐⭐ 5 Stars – An Amazing Realtor Who Truly Cares About Her Clients! Where do we even begin? We truly cannot say enough wonderful things about Sue Whitsell and everything she has done for our family throughout our home-buying journey! Buying a home is one of the biggest financial and emotional decisions a family can make, especially when you’re searching for a place to plant your roots and build a lifetime of memories. From the very beginning, Sue made it clear that she wasn’t just interested in selling us a house. She genuinely wanted to help us find a HOME that was right for our family, our future, and our financial well-being. One of the things we appreciated most about Sue was her honesty, patience, and willingness to help us look at the bigger picture. She took the time to help us weigh our options, whether that meant comparing the overall price of a home to what our actual monthly mortgage payment would look like, considering square footage versus how much space we realistically needed, or discussing different layouts, features, and amenities that would make a house truly functional for our family. She helped us understand that sometimes the biggest or most expensive house isn’t necessarily the best home for your needs. What really sets Sue apart is that she LISTENS. She never made us feel rushed, pressured, or like our questions were an inconvenience. She took the time to understand what we were looking for, what mattered most to us, and what we wanted our future to look like. Even when we had questions, concerns, or found ourselves weighing different possibilities, she remained incredibly patient, understanding, and supportive. Sue wasn’t afraid to help us look at things from a different perspective, and that meant so much to us. She helped us think beyond just how beautiful a house might be and consider whether it would truly be the right fit for our lifestyle, our budget, and our long-term happiness. That kind of guidance is something you simply cannot put a price on. After years of military service and working toward the dream of owning our forever home, reaching this milestone means more to our family than words can explain. Having someone like Sue alongside us throughout this process made the experience that much more special. Sue, thank you from the bottom of our hearts. Thank you for your patience, your honesty, your guidance, and most importantly, for treating our family like people rather than just another sale. You helped us make one of the biggest decisions of our lives with confidence, and we will always be grateful for that. To anyone looking to buy or sell a home, we wholeheartedly recommend Sue Whitsell. If you want a realtor who will genuinely listen, look out for your best interests, and help you find not just a house but a place to call home, Sue is the person you want by your side. Thank you, Sue, for helping us turn our dream of homeownership into a reality and for being part of such an important chapter in our family’s story! ❤️🏡
