What Should Military Buyers Know About the VA Appraisal and Inspection Process?

If you’re buying a home near NAS Pensacola with a VA loan, the most important distinction is simple: the VA appraisal is required, but a private home inspection isn’t. You should still strongly consider getting both.

The appraisal helps confirm the home’s market value and basic eligibility for VA financing. The inspection gives you a more detailed look at the home’s condition so you can make an informed purchase and negotiate when appropriate.

For military buyers managing PCS timelines, BAH, insurance costs, and an upcoming assignment, understanding how these steps work can help prevent avoidable delays.

VA appraisal vs. home inspection: What’s the difference?

A VA appraisal is ordered by the lender and completed by a VA-approved appraiser. It serves two primary purposes:

  1. It estimates the property’s reasonable market value.
  2. It checks whether the home meets the VA’s Minimum Property Requirements, commonly called MPRs.

The MPR review focuses on basic safety, sanitation, and structural soundness. Depending on the property, the appraiser may identify concerns involving the roof, electrical system, heating and cooling, water supply, access, visible structural problems, or other conditions that could affect habitability.

The VA’s official appraisal guidance makes clear that an appraisal is not the same thing as a complete home inspection.

A home inspection is a separate evaluation arranged for the buyer. A qualified inspector generally examines the roof, attic, foundation, plumbing, electrical systems, HVAC, drainage, appliances, windows, doors, and other visible components.

The appraisal protects the lender’s collateral. The inspection helps protect your decision as the buyer.

A VA appraiser may notice a visible roof concern, but that doesn’t mean the appraiser will identify every roof defect. An inspector may spend much more time evaluating the roof, attic, ductwork, plumbing, and mechanical systems.

What should VA buyers do before making an offer?

1. Get preapproved with a VA-experienced lender

Before touring homes, obtain a preapproval that reflects your complete financial picture. Ask the lender how the following will be handled:

  • Your Certificate of Eligibility, or COE
  • Basic Allowance for Housing
  • Base pay and other qualifying income
  • Existing debts and monthly obligations
  • Estimated taxes and insurance
  • Flood insurance, if applicable
  • The VA funding fee
  • Closing costs and available seller contributions

BAH can be an important part of a military household’s housing budget, but your lender will determine how it can be used for qualification. For the current rate tied to your pay grade, dependency status, and Pensacola area, verify the information through the official Defense Travel Management Office BAH Rate Lookup.

The Pensacola Military Housing Area includes NAS Pensacola and nearby installations. Your actual housing decision should account for more than the BAH amount. Commute, insurance, taxes, maintenance, and the possibility of a future PCS all matter.

2. Understand the VA funding fee

The VA funding fee helps support the VA home loan program. The amount can depend on factors such as your type of VA loan, whether you’ve used the benefit before, and your down payment.

Some buyers are exempt. For example, you may qualify for a funding fee exemption if you’re receiving: or are entitled to receive: VA compensation for a service-connected disability. Certain surviving spouses receiving Dependency and Indemnity Compensation, some active-duty Purple Heart recipients, and some borrowers with qualifying pre-discharge disability determinations may also qualify.

The exemption is separate from the appraisal and inspection. It should be verified through your COE, award documentation, and lender review. See the VA funding fee and closing costs guidance for current federal information.

3. Review the property before writing an offer

In the Pensacola area, military buyers should pay close attention to:

  • Roof age and visible storm damage
  • HVAC condition and maintenance history
  • Moisture, drainage, and crawl-space concerns
  • Wind mitigation features
  • Wood-destroying organisms and termite activity
  • Flood zone and flood insurance requirements
  • Private wells or septic systems
  • Insurance availability and estimated premiums

Coastal and low-lying areas around Pensacola Bay, Bayou Grande, Perdido Bay, and other waterways can have different flood and insurance considerations. Haus’ guide to flood zones in Escambia County can help you identify questions to ask before committing to a property.

What happens after your offer is accepted?

Once you’re under contract, your lender orders the VA appraisal. At the same time, you should schedule your private inspection immediately: usually within the inspection period established in your contract.

Depending on the home, you may also want to arrange:

  • A WDO or termite inspection
  • A wind mitigation inspection
  • A roof inspection
  • An HVAC inspection
  • A septic inspection
  • Well-water testing

These additional evaluations aren’t automatically required for every property, but they can be useful in Northwest Florida. Your agent, lender, inspector, and insurance professional can help determine which ones make sense.

The appraisal and inspection may identify different issues:

  • Inspection issue: An aging water heater, damaged ductwork, or plumbing leak may not affect VA eligibility but could still be important to your budget.
  • MPR issue: A serious safety, sanitation, or structural concern may need to be corrected before the loan can close.
  • Value issue: If the appraised value is below the contract price, the buyer and seller may need to renegotiate or consider other options.

How can you negotiate after the inspection or appraisal?

Your negotiation strategy should depend on the type, cost, and urgency of the issue.

If the inspection finds a repair

You may ask the seller to:

  • Complete a specific repair
  • Provide documentation from a licensed contractor
  • Offer a credit when permitted by the loan and contract
  • Adjust the purchase price
  • Address a safety concern before closing

Avoid treating every inspection item as a demand. Focus first on health, safety, water intrusion, structural concerns, major systems, and repairs that could create insurance or financing problems.

If the VA appraisal identifies a required repair

The seller may need to correct the issue before closing. Your agent and lender should help clarify:

  • What the appraiser actually required
  • Whether documentation is needed
  • Who will complete the work
  • Whether a final inspection or appraiser reinspection is necessary
  • How the repair affects the closing timeline

Don’t assume that a seller must repair every item in a private inspection report. The contract, lender requirements, and negotiation will determine what happens.

If the appraisal is below the purchase price

A low appraisal doesn’t automatically end the transaction. Options may include:

  • Renegotiating the purchase price
  • Asking the seller to reduce the price
  • Reviewing the comparable sales with the lender and agent
  • Paying an approved difference, if financially appropriate
  • Using the VA Escape Clause or other contractual protections when applicable

Ask your lender and agent to explain the specific contract language before deciding. Military buyers should be especially cautious about using savings needed for moving expenses, emergency reserves, or a future PCS.

Why local guidance matters near NAS Pensacola

The right property for a service member depends on both the home and the assignment. A buyer prioritizing a shorter commute may focus on Navy Point, Warrington, West Pensacola, or other areas west of downtown. A family prioritizing schools, neighborhood amenities, or a different lifestyle may also consider Gulf Breeze, Pace, or communities farther from the installation.

Each choice can affect:

  • Daily travel time
  • Bridge or roadway congestion
  • Home age and construction type
  • Flood and wind insurance
  • Resale or rental flexibility
  • Access to schools, shopping, and medical services

Haus Realty & Management maintains a dedicated NAS Pensacola military relocation guide and broader military relocation resources because military buyers need more than a list of available homes. They need help comparing neighborhoods, contract timelines, financing questions, inspections, and long-term ownership considerations.

Melody Webb is a Florida- and Alabama-licensed Broker & REALTOR® who serves Pensacola and surrounding communities. Her local knowledge, experience with negotiations, and familiarity with Gulf Coast property considerations give Haus a practical basis for helping military buyers evaluate homes: not just schedule showings.

A practical VA buyer checklist

Before closing, confirm that you have:

  • A valid preapproval and verified COE
  • A clear understanding of the funding fee or exemption
  • A complete home inspection
  • Any needed WDO, wind, roof, septic, or well evaluations
  • The completed VA appraisal
  • A plan for resolving required repairs
  • Homeowners insurance
  • Flood insurance, if required or recommended
  • A written estimate of cash to close
  • A realistic monthly payment that includes taxes, insurance, and escrow

If you’re buying near NAS Pensacola, start with the home’s condition and the total cost of ownership: not just the list price or estimated mortgage payment.

⭐⭐⭐⭐⭐ 5 Stars – An Amazing Realtor Who Truly Cares About Her Clients! Where do we even begin? We truly cannot say enough wonderful things about Sue Whitsell and everything she has done for our family throughout our home-buying journey! Buying a home is one of the biggest financial and emotional decisions a family can make, especially when you’re searching for a place to plant your roots and build a lifetime of memories. From the very beginning, Sue made it clear that she wasn’t just interested in selling us a house. She genuinely wanted to help us find a HOME that was right for our family, our future, and our financial well-being. One of the things we appreciated most about Sue was her honesty, patience, and willingness to help us look at the bigger picture. She took the time to help us weigh our options, whether that meant comparing the overall price of a home to what our actual monthly mortgage payment would look like, considering square footage versus how much space we realistically needed, or discussing different layouts, features, and amenities that would make a house truly functional for our family. She helped us understand that sometimes the biggest or most expensive house isn’t necessarily the best home for your needs. What really sets Sue apart is that she LISTENS. She never made us feel rushed, pressured, or like our questions were an inconvenience. She took the time to understand what we were looking for, what mattered most to us, and what we wanted our future to look like. Even when we had questions, concerns, or found ourselves weighing different possibilities, she remained incredibly patient, understanding, and supportive. Sue wasn’t afraid to help us look at things from a different perspective, and that meant so much to us. She helped us think beyond just how beautiful a house might be and consider whether it would truly be the right fit for our lifestyle, our budget, and our long-term happiness. That kind of guidance is something you simply cannot put a price on. After years of military service and working toward the dream of owning our forever home, reaching this milestone means more to our family than words can explain. Having someone like Sue alongside us throughout this process made the experience that much more special. Sue, thank you from the bottom of our hearts. Thank you for your patience, your honesty, your guidance, and most importantly, for treating our family like people rather than just another sale. You helped us make one of the biggest decisions of our lives with confidence, and we will always be grateful for that. To anyone looking to buy or sell a home, we wholeheartedly recommend Sue Whitsell. If you want a realtor who will genuinely listen, look out for your best interests, and help you find not just a house but a place to call home, Sue is the person you want by your side. Thank you, Sue, for helping us turn our dream of homeownership into a reality and for being part of such an important chapter in our family’s story! ❤️🏡
